유엔 컨퍼런스, 세계시민교육 실천 ‘경주 선언문’ 채택

[미디어유스 라인뉴스팀] 아시아 및 아프리카 최초로 대한민국 경주에서 열린 전 세계 NGO 리더 등 4,000여명이 참가한 유엔 공식 연례행사인 제66차 UN NGO 컨퍼런스‘가 컨퍼런스가 1일 15년간 세계 시민사회의 지표가 될 ‘경주 선언문’ 채택으로 대단원의 막을 내렸다.

 

5.30일부터 3일간 경주 하이코에서 열린 이번 컨퍼런스는 세계시민교육(지속가능한 개발목표 이행을 위한 협력, Sustainable Development Goals : SDGs)을 주제로 반기문 유엔 사무총장, 황교안 국무총리, 장순흥・이일하 컨프런스 공동조직위원장, 김관용 경북지사, 최양식 경주시장, 권영길 시 의장을 비롯한 크리스티나 갈라크(Cristina Gallach) 유엔 공보국 사무차장 등 비정부기구 관계자 등이 참가하여 전세계 NGO 파트너십을 강화하고 지구촌 시민사회의 역할과 협력 방안을 모색했다.

 

아시아 및 아프리카 최초로 대한민국 경주에서 열린 이번 컨퍼런스는 유엔 71년 역사를 함께 해온 NGO 회의 중에서 전 세계 시민사회영역을 대표하는 가장 권위 있고 유서 깊은 행사로, 유엔에 등록된 1,500여개 NGO 대표들이 모여 네트워크를 형성하고 서로의 이해를 증진시키며 주요 이슈에 대한 NGO 기여방안을 협의하는 장이 되었다.

 

특히 이번 컨퍼런스가 유엔이 올해부터 2030년까지 주도해 나갈 지속가능한 발전목표의 첫 해인 올해, 천년고도 경주에서 열려 그 의미가 매우 남달랐다.

 

시에서는 ‘세계시민교육으로서의 화백회의와 화랑도’란 주제로 300여명이 모인 가운데 경주시 워크숍을 열었고 종합자원회수시설, 에코물센터, 신라왕경 발굴복원 현장인 월성과 동궁과 월지, 불국사, 석굴암 등 주요 유적지를 견학하는 시정투어를 마련하여 친환경쓰레기 처리과정을 학습하고 특허 받은 하수급속처리기술을 통한 물 산업 선진도시임을 알리며 천년왕도 신라문화를 널리 알렸다.

1일 un ngo 컨퍼런스 관계자들이 세계시민 교육의 중요성을 담은 '경주 선언문'을 채택하고 있다.

 

또한 행사장 로비에 천년왕도 골든시티 출토유물(금관 등)과 지역 특산품을 전시・판매하였으며, 경주엑스포에서는 바실라・플라잉 공연과 솔거 미술관에서는 소산 박대성 화백 작품 등을 소개했다.

 

특히 ‘경주시 워크숍’을 열어 ‘세계 시민교육으로써의 화백회의와 화랑도’ 란 주제로 역사학계 등에서 주제발표를 통해 천 년 전 만장일치제인 화백회의와 신라인의 기상을 전세계에 알리는 계기가 되었다.

 

또한 컨퍼런스 개최를 계기로 경주화백컨벤션센터를 보유한 MICE산업의 최적지임을 국제적으로 홍보하고 보문단지 숙박, 음식 등 연계산업의 경제유발효과를 통해 지역경제발전에 이바지하였다. 그리고 문화관광투어를 통해 경주의 문화유적을 체험하게 함으로써 향후 세계인들이 다시 방문하고자하는 국제적 관광도시의 위상을 높이 세웠다.

 

아울러 2005년부터 새마을 세계화 사업을 선도적으로 추진하고 있는 새마을운동의 발상지이자 중흥지인 경북도에서는 ‘빈곤 없는 세상, 새마을 시민교육과 개도국 농촌개발’이라는 주제로 새마을 세계화 사업에 대한 인식을 제고하고 한국의 성공경험이 저개발국가의 빈곤퇴치를 위해 효과적인 농촌 개발 모델로 확산되는 계기가 되었다.

 

‘청소년과 아동(미래의 세계시민)’이라는 주제로 고질적인 소외 지역인 사하라 이남 아프리카 지역에서 120여만 청소년들이 학교 교육을 받지 못하는 등 세계의 교육 불평등 문제 해결을 위한 방안도 논의됐다.

 

특히 이번 컨퍼런스의 클라이막스인 ‘경주 선언문’은 컨퍼런스 전문가 분가위원회 다니엘 페럴 바하이 국제 커뮤니티 UN 대표와 폴 림(임창하) 밴더빌트 대학교수, 메리 노튼 펠리칸 대학교 교수, 브라이언 무자스 세탄 홀 대학 부교수가 발표를 했다.

 

주요핵심은 청소년들의 양질의 교육 확대와 관심, 평생교육 증진, 다문화교류 촉진 등 세계시민교육의 중요성을 담고 있다. 경주선언문은 이번 컨퍼런스에 참여한 전문 위원회, 세계 NGO대표 등 300여명이 참석해 컨퍼런스 주제인 세계시민교육에 부합한 실천 아젠다로 작성됐으며 오는 23일 뉴욕 UN본부 회의에 상정・확정 될 예정이다.

 

최양식 경주시장은 “지구촌 NGO 리더들이 모여 전세계 시민사회의 협력과 발전방안을 모색하고 시민사회가 나아갈 방향을 제시한 ‘경주 선언문’ 채택 등 역사의 현장인 UN NGO 컨퍼런스를 통해 세계유산 도시인 신라천년 수도 경주가 전세계에 홍보되었으며, 앞으로도 컨퍼런스가 세계 시민사회 발전방향을 제시하는 리더로 성장하길 기대한다며, 성공적인 행사로 피날레 될 수 있도록 물심양면으로 도와주신 모든 분들께 감사를 전한다며 경주에서 소중한 추억을 담아가셨기를 희망한다.”며 소회를 전했다.

Gyeongju Action Plan

 

"Education for Global Citizenship: Achieving the Sustainable Development Goals Together"

Gyeongju, Republic of Korea

30 May – 1 June 2016

 

We, the NGO participants of the 66thUnited Nations DPI/NGO Conference, adopt this Action Planso that all may realize the aspirations of the 2030 Global Agenda for Sustainable Development. Education is a human right, essential to well-being and dignity, and is key toachieving Agenda 2030. Further, an ethos of global citizenship is required in order to fulfil this bold, people-centered, universal, and planet-sensitive development framework.

 

In order to achieve Agenda 2030, we affirm:

 

●The importance of Sustainable Development Goal 4: "Ensure inclusive and equitable quality education and promote lifelong opportunities for all."UN General Assembly, Transforming ourworld: the 2030 Agenda for Sustainable Development, 21 October 2015, A/70/L.1

●"Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance and friendship…"UN General Assembly, Universal Declaration of Human Rights, Art. 26, 1948.

●In the spirit of global citizenship, in which our primary identity is that of human beings, all people, regardless of circumstances, "should have access to life-long learning opportunities that help them acquire the knowledge and skills needed to exploit opportunities and to participate fully in society."UN General Assembly, Transforming our world, Para. 25.

●The importance of universal inclusion, acknowledging that the absence of a particular group or identity in text can lead to the exclusion of that group or identity in policy. We have made a conscious decision not to highlight any particular group or identity to ensure fullinclusion and equal treatment of all people –especially those in positions of specific vulnerabilityand marginalization.It is unacceptable that diverse group memberships and identities have been used to deny the right to learnor otherwise marginalize individuals. In education, as in all things, the basis of non-discrimination is, and ought to be,our common humanity.

●In addition to literacy and numeracy, education must advance the cause of global citizenship which:

opromotes integrated development of the whole person emotionally, ethically, intellectually, physically, socially, and spirituallyimbued with an understanding of our roles, rights and responsibilities for the common good in service to humanity and the advancement of a culture of peace, non-violence, freedom, justice, and equality

oinculcates a sense of care for the earth, reverence for the interdependent kinship of all life, andstewardshipof all ecological systemsfor future generations

ostrengthens the societal relationships among individuals, institutions, communities, states, humanity, and the planet

o"empowerslearners to assume active roles to face and resolve global challenges and to become proactive contributors to a more peaceful, tolerant, inclusive, and secure world"UNESCO, Global citizenship education: Preparing learners for the challenges of the twenty-first century, 2014.

onurtures asense of solidarity and empathy in order to end poverty, protect the planet, ensure human rights,and foster prosperous and fulfilling lives for all.

●The pivotal role that arts, engineering, the humanities, mathematics, natural and social sciences, and technologymust play to catalyze innovation and fulfill the 2030 Agenda. We further affirm the value of interdisciplinary education as a driver for creative expression and innovation.

●Education for global citizenship is an essential strategy to address global challenges as well as to promote gender equality, facilitatethe eradication of poverty and hunger, build skills, eliminate corruption,and prevent violence, including violent extremism. It promotes truly sustainable production and consumption, mitigating climate change and its effects, protecting our waters and biodiversity, and preserving indigenous knowledge.

●The importance of the inclusion and participation of young peoplein decisions that affect their learning processes sinceeducational systems have a profound, distinct, and lastingimpact on them.See further, Youth Declaration from the 66thUnited Nations DPI/NGO Conference, 2016.

●Local knowledge and best practices should be incorporated into practical educationalstrategies for resilient communities and sustainable agriculture.Particular targeted efforts should be made to include and empower rural people living in poverty, women, and disadvantaged groups through education. Community-based organizations must be given authentic power and capacity to prioritize needs, select projects, manage funds, and take action.

●This gathering builds on previous foundational initiatives including, but not limited to, the 2013 UNESCO Forum on Global Citizenship Education: Preparing Learners for the Challenge of the 21st Centurythe 2014 UNESCO World Conference on Education for Sustainable Development: Learning Today for a Sustainable Future and the 2015 World Education Forum: Transforming Lives through Education.

 

We commit to:

 

●An education based on creative and critical thinking that enablesall people to actively contribute to political and developmental processes in a complex, interlinked,and diverse global society both within and beyond their borders.

●An educationthat teachesconflict resolution, a deep appreciation for diversity, ethical reasoning,gender equality, human rights and responsibilities, interdependence, multilingual and multicultural competence,social justice, sustainable development, and values.

●Utilize the pillars of formal education, informal education and training,and advocacy and public information as means to reduceinequalities that impede the achievement of the Sustainable Development Goals, most particularly Goal 4.

●Strengthen diverse civil-society-led coalitions around the world that contribute to the developmentof education for global citizenship.These include, but are not limited to, the Coalition for Global Citizenship 2030 based in North America, Bridge47 based in Europe, and others.

●Work with the UNESCO Clearinghouse on Global Citizenship Education, the Global Education First Initiative(GEFI) and the United Nations Academic Impact (UNAI)for the next 12 months, at which point a review of activities will take place.

●Support Member States and the United Nations in their efforts to "provid[e] inclusive and equitable quality education at all levels – early childhood, primary, secondary, tertiary, technical and vocational training."UN General Assembly, Transforming our world,Para. 25.

●Promote educational skills for social entrepreneurship and the sharing of appropriate information and communication technologies.

●Enhance educational understandings of "tradition" and "innovation" in a manner thateach culture’s unique perspectives and principles and is consistent with human rights and global citizenship.

●Collaborate to formulate a comprehensive and succinctdefinition of global citizenship that can be used in curricula around the world.

●Harness strategies, expertise,and resources across the widest spectrum of civil society to unleash a range of educational initiatives that ensure inclusive, safe, and equitable quality education, and promote lifelong learning opportunities for all people.

●Work at the local level, engaging parents and community leaders, to formulate plans to incorporate education for global citizenship in educational systems.

●Strengthen intergenerational partnerships in all aspects of our work.

●Translate and disseminate this document inmultiple languages and implement it in diverse cultural contexts.

 

We urge Member States and the United Nationsto:

 

●Prioritize education in policy and practice.

●Support enactment by the United Nations for an International Day of Education that would serve as a means to promote education for global citizenship, learning for civic engagement, and literacy for grassroots empowerment.

●Provide an education that will enable allpeopleto actively contribute to the political and developmental processes in a complex, interlinked and diverse society.

●Re-think current models and structures of participation in decision-making processes at all levels.

●Allocate a greater percentage of public revenues to education, particularly through the reduction of global military expenditures.

●Provide adequate resources to address all the SDGs.

●In furtherance of Agenda 2030, promote the right to access information. "Access to information and sharing and creation of knowledge contributes significantly to strengthening economic, social and cultural development, thus helping all countries to reach the internationally agreed development goals."Outcome Document from the World Summit on the Information Society, 2005. Para. 10.

●Adopt implementation approaches to education which respect localspecificities including the political, social, cultural, and historical dimensionswithout discrimination.

●Increase sustainableand renewable energy to ensure all people’s access to education, health, environmental sustainability, and planet-friendly development.

●Explore ways and means by which education for global citizenship can be integrated into curricula and the agenda for education.

●Continue the important work the United Nations is doing in this field through, for example UNESCO, as well as initiatives such as GEFI and UNAI.

 

 

●Promote experiential learning, interdisciplinary studies, online learning, and intercultural exchanges to prepare students and educators to become global citizens.

●Devise and implement effective capacity-building programs for education practitioners.

●Create the position of Secretary-General’s Envoy to Civil Society to act as a liaison between the Secretary-General’s Office and Civil Society.

 

Therefore, be it resolved,

 

We, the people gathered at the 66thUnited Nations DPI/NGO Conference, will continue to work in furtherance of the 2030 Agenda for Sustainable Development with a particular emphasis on promoting education for global citizenship.

 

We thank the people and the Governmentof the Republic of Korea, the Province of Gyeongsangbuk-do, andthe City of Gyeongjufor their heartfelt and warm welcome and for hosting the 66th United Nations DPI/NGO Conference and for their efforts to promote education for global citizenshipand to achieve the United Nations Sustainable Development Goals.

경주 액션플랜입니다.

 

세계시민교육 지속가능개발 목표 이해를 위한 협력, 5월 30일부터 6월 1일 2016년에 개최됐습니다.

 

제66차 UN NGO컨퍼런스에 참석한 NGO들은 본 액션플랜을 채택하여 2030, 2030년 지속가능한 개발을 위한 글로벌 아젠다의 목표를 실현하고자 합니다.

 

교육을 인간의 권리로 인간에 안녕과 존엄을 위해 반드시 제공되어야 하며 아젠다2030를 달성하는데 있어서 핵심적인 역할을 합니다.

 

더욱어 글로벌시민의식정신은 확립되어야만 진보적 인간중심의 보편적 지구를 생각하는 개발목표를 달성할 수 있습니다.

 

아젠다2030을 이행하기 위해 다음 사항을 결의합니다.

 

지속가능한 개발목표 네 번의 중요성을 강조합니다.

 

모든 사람을 위한 포용적이고 형평성 있는 양질의 교육, 보장 및 평생교육을 증진해야 합니다.

 

교육은 인성개발과 인권, 및 기본적인 자유권에 대한 존중을 개발하는데 초점을 맞추어야 합니다.

 

또한 타인에 대한 이해, 관용, 우정을 장려해야 합니다.

 

세계시민 정신에 입각하여 우리는 인간으로서의 정체성을 최우선으로 하며 모든 사람들은 그 어떤 환경에 처할지라도 평생교육기회에 대한 접근성을 보장받아야 하며 이러한 교육을 통해 모든 사람은 사회일원으로 기회를 누리고 참여하는데 필요한 지식과 기술을 습득할 수 있어야 합니다.

 

보편적 포용성에 중요성에 따라 우리는 특정집단이나 정책성을 지닌 사람들이 문서에 모두 명시되지 않을 경우, 오히려 관련정책에서 소외될 수 있다는 것을 인지하고 있습니다.

 

따라서 우리는 어떤 특정집단이나 정체성을 지닌 사람들을 소외하지 않고 전적인 포용과 동일한 대우를 모든 사람들에게 적용하기위하여 특정취약집단이나 소외집단과 같은 경우 이들을 의식적으로 각각에 집단으로 명시하지 않기로 결정했습니다.

 

다양한 어떤 그룹, 또는 집단들이 지속적으로 교육에 대한 권리를 거부당했는데요, 이러한 것은 있어서는 안 될 일입니다.

 

교육에서는 다른 것과 마찬가지로 무차별주의가 반드시 우리의 근본원칙이 되어야 합니다.

 

문예산술 교육과 더불어 세계시민의식 고양에 힘을 써야 합니다.

 

이러한 교육은 통합적이고 또 전인적인 개인의 발달을 위해서 개인의 감정적 윤리적 지적 신체적 사회적 또 영적 개발능력을 개발해 줘야 합니다.

 

교육은 인류의 공익을 위한 우리의 역할과 권리, 책임을 이해할 수 있도록 해야 하며 또한 평화의 문화, 그리고 또 비폭력의 문화 정의와 평등을 구축하는 문화를 확립해야 합니다.

 

교육은 지구를 소중히 여기는 마음 또 모든 생명체에 대한 존중과 모든 생태계를 차세대를 위해 지키겠다는 그러한 정신을 고양시킬 수 있어야 합니다.

 

교육은 개인, 기관, 지역사회, 국가, 인류 지구의 어떤 사회적인 관계를 강화해 줘야 합니다.

 

교육을 통해 글로벌문제들을 직면하고 해결하는데 있어서 자신의 적극적인 역할을 알 게하고 보다 평화롭고 관용적이며 포용적이고 안전한 세상을 만드는데 능동적으로 활동할 수 있는 사회일원이 되도록 해야 합니다.

 

교육을 통해 연대감공감능력을 높여서 빈곤을 종결시키고 지구를 보호하며 인권을 보장하고 모든 사람을 위한 번영을 추구해야 합니다.

 

교육은 미술, 공학, 인문학, 수학, 자연사회과학, 기술과 같은 과목을 통해 2030년 아젠다를 달성할 수 있어야 합니다.

 

우리는 다학제적 교육이 창의적인 표현과 혁신을 이끌어내는 중요한 교육이라는 것을 재확인합니다.

 

세계시민교육은 글로벌문제들을 직면하고 양성평등을 이루고 또 빈곤과 기아문제를 해결하고 기술을 습득하며 도태를 척결하고 극단주의를 포함한 폭력을 예방하는데 있어서 핵심적인 전략입니다.

 

지속가능한 생산과 또 소비를 지원해야 되며 우리수자원 생명다양성을 보호해야 하고 또 그 지역에 토착민들 역시 보호해줘야 합니다.

 

교육과정을 구성하는 데 있어서 청소년들의 참여와 포용은 매우 중요합니다.

 

이것은 교육제도라는 것이 본래, 상당하고 분명한 지속적인 영향을 학습자들에게 주기 때문입니다.

 

로컬지식과 우수사례는 실질적인 교육전략에 반영돼야 합니다.

 

특별히 우리가 노력해야 될 부분은 농촌지역의 사람들 빈촌지역에 사는 사람들 또는 여성들 또 불익에 노출돼있는 집단들에게 더 많은 권한을 교육을 통해서 줘야 합니다.

 

커뮤니티기반에 단체들, 기관들은 이들 지역사회와 관련된 어떤 힘 결정권을 주고 또 역량을 구축하도록 해서 자신들이 프로젝트를 선정하고 자원을 관리하고 또 실천할 수 있도록 해야 합니다.

 

본 컨퍼런스참석자들의 결의는 기본이니셔티브를 바탕으로 하지만 반드시 이에 국한 되지는 않습니다.

 

여기에는 2013년 유네스코 외 세계시민교육 포럼입니다.

 

본 주제는 21세기에 도전, 학습자를 중계시키기, 또 2014년 유네스코 지속가능한 교육을 위한 세계컨퍼런스 오늘 배우고 내일을 준비하는 또 2015년, 세계교육포럼, 교육을 통해 서 삶을 변화시키는 것 , 이런 주제입니다.

 

남자 -우리는 다음에 헌신합니다.

 

교육에 기반으로 한 창의적이고 비판적인 사고를 통해서 국경내외에 걸친 복잡하고 상호 연결되며 다양한 글로벌사회에서 정치 및 개발 과정에 모든 사람이 적극적으로 참여하게 해야 합니다.

 

그리고 분쟁해결과 다양성, 윤리적 사고, 양성평등, 인권, 책임, 상호의존, 다언어, 다문화역량, 사회정의 지속가능한 개발, 가치에 대한 깊은 이해를 제공하는 교육을 제공합니다.

 

우리는 정규 비정규 교육 /11:19/ 홍보를 지속가능목표달성 특히 제4목표달성을 방해하는 불평등을 축소하는 수단으로 활용합니다.

 

세계시민교육에 발전에 기여하기 위한 전 세계에 다양한 시민사회동행을 더욱 강화합니다.

 

유네스코 세계시민교육정보센터 글로벌교육 우선구상, 유엔아카데미 임팩트와 향후 12월간 협력하여 1년에 활동검토를 추진합니다.

 

회원국과 유엔국을 지원하여 포용적이고 평등한 양질의 교육을 모든 수준에서 실행합니다.

 

조기 초등 중등 고등 직업기술교육에 적용합니다.

 

사회창업과 교육 도구와 적절한 정보통신기술 공유를 더욱 촉진합니다.

 

전통과 혁신에 대한 교육적 이해를 증진시키고 문화의 특성과 원리를 보존하면서 인권과 세계시민의식을 존중합니다.

 

포괄적이고 간결한 세계시민을 정의하여 전 세계 교육과정에 사용될 수 있도록 할 것입니다.

 

시민사회전반에전략과 지식과 자원을 활용하여 광범한 교육이니셔티브를 촉발합니다.

 

그래서 포괄적이고 안전하며 평등한 양질의 교육이 제공되도록 하고 모두에게 평생교육기회가 제공되도록 합니다.

 

지역수준에서 부모와 지역사회리더에 참여를 독려하고 교육제도내 세계 시민교육을 포함한 계획을 마련할 것입니다.

 

세대 간 협력을 우리업무에 모든 측면에 강화해 나갈 것입니다.

 

본 문서를 여러 언어로 번역하고 배포하여 다양한 문화적 맥락에서 이행하게 할 것입니다.

 

우리는 회원국과 유엔에 촉구하는 바입니다.

 

정책과 실행에 있어서 교육을 적시해야 합니다.

 

유엔교육의 날 제정을 지원하고 세계시민교육과 시민참여 학습, 그리고 풀뿌리 문해 강화를 더욱 촉진시켜야합니다.

 

모든 사람이 복잡하고 상호 연결되며 다양한 사회에서 정치및개발과정에 적극 기여하게 하는 교육을 제공해야 합니다.

 

모든 수준에서 의사결정 과정에 참여모델을 제공해야 합니다.

 

교육예산편성을 더욱 확대해야 합니다.

 

전 세계적인 군비축소가 필요합니다.

 

모든 SDG목표달성을 위해서 적절한 자원을 제공해야 합니다.

 

의제2030를 위해서 정보접근권을 촉진하고 정보접근성 지식공유창출을 함으로써 경제사회문화발전에 기여해야 합니다.

 

그래서 모든 국가가 국제적으로 합의한 개발목표달성을 가능하게 해야 합니다.

 

지역특수성을 존중한 교육이행방식을 채택하여 정치사회문화역사자원을 차별없이 포함시켜야 합니다.

 

지속가능한 제4의 에너지증진을 위해서 사람들의 교육, 건강, 환경지속가능, 행동친화적인 개발을 확보해야 합니다.

 

세계시민교육을 교육과정과 교육의제에 통합시키는 방법과 수단을 찾아야 합니다.

 

유엔이 하고 있는 여러 중요한 역할들 특히 유네스코와 아니면 글로벌교육우선구상과 아니면 유엔아카데미 임팩트와 같은 중요한 임무를 계속 지속해 나가야 합니다.

 

경험학습과 학제간 연구, 온라인교육, 다문화교류를 촉진하여 학생들과 교육가들을 세계시민으로 육성합니다.

 

교육담당자들에게 효과적인 역량 강화하는 방법을 더욱더 고안하고 이행합니다.

 

사무총장시민사회 대사 자리를 만듦으로써 사무총장실과 시민사회간 연락을 촉진합니다.

66차 UN DPI NGO컨퍼런스에 모인 우리는 2030 지속가능개발의제에 발전을 위해서 특히 시민교육에 증진에 중점을 두면서 계속 노력해 나갈 것입니다.

 

우리는 대한민국전부, 대한민국 국민, 경상북도, 그리고 경주시가 이번 66차 UN DPI NGO 개최에 보내주신 정성어린 환대에감사하며 세계시민교육증진과 UN지속가능개발목표달성을 위해 보여준 노력에 감사를 표합니다.
